EBA provides clarity on the implementation of the regulatory technical standards on strong customer authentication and common and secure communication

The European Banking Authority (EBA) published on 13 June 2018 an Opinion and a Consultation Paper, both covering several issues related to the regulatory technical standards on strong customer authentication and common and secure communication (RTS on SCA & CSC), which have been published in March and will apply from 14 September 2019.

The EBA has published a Consultation Paper on draft Guidelines. These define the conditions that an account servicing payment service provider (ASPSP) that wishes to provide access via a dedicated interface must meet to be granted an exemption from the obligation to have a fallback option in place. In particular, the draft Guidelines aim at providing clarity on the information to be considered when granting such an exemption and at allowing Competent Authorities to carry out a speedy assessment of exemption requests. Comments to this consultation can be sent to the EBA via the link beyond until 13 August 2018. In addition, a public hearing will take place at the EBA premises on 25 July 2018.

Furthermore, the EBA has published an Opinion, which is addressed to Competent Authorities and conveys the EBA's views in some pressing areas identified by the market and Competent Authorities. These include exemptions to the strong customer authentication, the scope of data sharing by ASPSPs, and requirements for dedicated interfaces, including Application Programming Interfaces (APIs).

Finally, the EBA aims at extending its online Interactive Single Rulebook and Q&A tool to PSD2- related queries and queries related to its level2 legislation by the end of June.
